With registration, RTOs must juggle many responsibilities like annual declarations, AVETMISS reporting, and marketing compliance, where validation often causes the most anxiety.

Although our articles cover validation extensively, let’s redefine it. According to ASQA, validation is a quality review of the assessment process.

Validation involves checking which aspects of an RTO's assessment process are accurate and identifying areas for improvement. With a solid understanding of its components, validation is less intimidating.

Clause 1.8 in the SRTOs 2015 outlines that RTOs must ensure their assessment systems, including RPL, comply with training package requirements and the Principles of Assessment and Rules of Evidence.

The standards mandate two types of validation.

The primary validation type ensures compliance with the training package requirements for your RTO's assessments.

The subsequent validation confirms that assessments are conducted according to the principles of assessment and rules of evidence.

This shows that validation happens pre- and post-assessment. We will focus on the first type—assessment tool validation.

Exploring the Two Types of Assessment Validation

The Basics of Assessment Validation

As noted earlier and in previous blog posts, validation comprises two stages: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, often referred to as pre-assessment validation or verification, deals with ensuring all unit requirements are addressed as per the first part of the clause, ensuring complete workbook compliance.

Conversely, post-assessment validation pertains to the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Our focus here will be on assessment tool validation.

Procedure for Assessment Tool Validation

Having reviewed the two types of validation, let’s dive into the specifics of assessment tool validation.

Timing for Conducting Assessment Tool Validation

The goal of assessment tool validation is to make sure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

This implies that any time new learning resources are obtained, assessment tool validation must be done before student use.

There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.

Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:

- resources are updated
- when new training products are added on scope
- review your course against training product updates
- you identify your learning resources as a risk during your risk assessment

ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Do not forget, this validation ensures compliance of all learning resources before they are used. All RTOs must validate resources for each unit.

Key Resources for Assessment Tool Validation

Learning Resources

As you validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – this should be the first document to examine. It shows which assessment items correspond to unit requirements, facilitating quicker validation.

Learner/student workbook – ensure it's appropriate for use as an assessment tool. Check if instructions are clear and answer fields are sufficient. This is a frequent gap.

Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item exist. Clear benchmarks are crucial for reliable assessment outcomes.

Other related resources – these could be checklists, registers, and templates created separately from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.

Panel for Validation

Clause 1.11 specifies the criteria for validation panel members, indicating that validation can involve one or more persons. RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

Your validation panel must, as a group, possess:

Current vocational competencies and relevant industry skills for the unit being validated

Current knowledge and skills related to vocational teaching and learning

Any of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or the successor version

Assessment validation tool/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists in both the validation process and documentation. It simplifies identifying how each assessment item corresponds to each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
It serves as documentation that you have validated your resources prior to student use.

While ASQA does not recommend or require a specific template for assessment tool validation, numerous templates are available online. These tools generally require validators to examine the tools as a whole to see if they meet the principles of assessment.

While these templates facilitate the validation process, they can result in judgment errors due to the limited space for comments on each assessment item.

It is advisable to use a more detailed template to inspect each unit requirement and its corresponding assessment items. Below is an example:

Principles of Assessment
Fairness – Does the assessment process provide equal opportunity and access to everyone?

Flexibility – Does the assessment offer various ways to demonstrate competence according to different needs and preferences?

Validity – Does the assessment measure what it is supposed to measure? Is it a valid tool for evaluating the required skill or knowledge?

Reliability – Will the assessment give consistent results every time, no matter who conducts the training? Will different assessors consistently decide on skill competence?

Rules of Evidence

Validity – Does the evidence confirm that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there enough evidence to confirm the learner has the required skills and knowledge?

Authenticity – Does the assessment tool prove that the work is the candidate’s own?

Currency – Are the assessment tools in line with current units of competency and contemporary industry practices?

Although these are frequently covered in VET professional development and nationally recognised training, many tools still struggle to meet these requirements.

To prevent using learning resources that fail to address some unit requirements, ensure you follow these guidelines:

Show What You Mean

Take note of the verbs used in the unit requirements and make sure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:

Complete each of the following at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

nappy changing

bottle preparation, feeding babies from bottles, and cleaning equipment

solid food preparation and feeding babies

respond to infant signs and cues appropriately

prepare and settle infants for rest

monitor and support age-appropriate physical exploration and gross motor skills

Getting students to describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or No Competence

Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item must have clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not confuse students or assessors. For instance:
What kind of information can be included in a work package?
What information can be included in a work package?

Possible answers include:

Mandatory resources

Relevant expenses

Time required for activities

Assigned roles and responsibilities

If an assessment item demands multiple answers, specify the number of answers required from a student. This ensures your assessment is reliable, and the evidence obtained is valid.

The same applies to assessment items with double-barrelled questions or those requiring multiple answers simultaneously. These can confuse students and assessors, as demonstrated in the sample question below:

Identify a hazard and/or environmental concern in the work area and select the most effective hazard control hierarchy.

Possible answers may include, but are not limited to:

Weather conditions – isolation of the work area, engineering, personal protective equipment

Work area and ground conditions – eliminating hazards, isolating, engineering

People – isolation, use of engineering controls, administration

Structural hazards – substitution, isolating, engineering controls

Chemical hazards – isolating, engineering, administration

Equipment or machinery – isolation, use of engineering controls, administration

Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.

Seeing these requirements, you might wonder, “Don’t learning resource developers provide audit guarantees?” However, these guarantees mean you must wait for an audit to rectify noncompliance. This affects your compliance history, so it’s wiser to take a safe and compliant approach.
